   I don't understand this statement.
   The diameter dialog only appears if you shift-click.
   If it is always appearing, I think you need to turn off 'sticky keys', a feature in Windows that keeps shift pressed after one press so that disabled people can use it.

   Sticky keys disabled
   I do not understand, could be some setting on my laptop
   
   But thanks to your observation, I realized it could be something related to the keyboard
   I discovered that clicking again Shift can disable the dialog box.
